com surrogate error libavcodec.dll in windows 7

When try to open " My Pictures" in Windows explorer it shuts down and starts again. Vista or seven then reports that it is a "FFmeg problem" as I have no clue what FFmeg is, I can now not open my pictures folder. Can someone PLEASE tell how I can rectify this problem..

solution for this problem just re-install klite mega codec to your system, and done.
